Why does Quebec have the most Indigenous peoples who speak their primary Indigenous language "very well or relatively well," of any other province?

I believe these sources will help me answer the above question, because they explain policies and programs in Quebec that attempt to increase Indigenous language speakers. The first resource is a list of policies passed for and by Indigenous communities in Quebec, to reinvigorate their communities. The second source is a link for the First Nations Education Council, the only one of its kind in the country. I felt the existence of such a program definitely aids Indigenous language speakers. The last resource is a report conducted in 2008, on how Indigenous communities in Quebec were fighting the loss of their languages. Due to the existence of such programs, we can assume they lead to an increase of Indigenous peoples who are fluent in their primary Indigenous languages.

Something to note, regarding the chart: Though Nunavut has more Indigenous peoples who can speak their primary Indigenous language "very well or relatively well," the fact about Quebec is more interesting. Indigenous peoples make up 86 per cent of the total population of Nunavut, meaning there is more concentration of Indigenous peoples in the territory. For this reason, I decided to focus on Quebec as Nunavut's result is not surprising.
